Right-clicking and "Open in new window", how you can set the new window size and location?

When you click the mouse to open a new window, it seems that the new window opens on the screen in a random place with a random size. I think it might be a way to determine the size / location of the new window opens?

Here's what someone told me. If you click and hold the corner to make your screen larger. Close then the next time you open it should be back to normal. I think this happens when you make the small screen may be due to the size you change it. I just had this problem and tryed and it worked.
